There is little doubt that the era of ‘High North, Low Tension’ has melted away, yielding instead a complex region with an emerging new security environment.

Deterring adversaries in the arduous conditions of the High North demands a thoughtful approach that must integrate carefully balanced defense policy, strategic planning, and operational capabilities suited to the unique challenges of the region.
